Even with the header dependency issue the kernel should still run. Try it. Otherwise the kernel needs to be re-compiled using the version of Ubuntu it will run on.

It is a fairly new processor. I suspect you need a newer kernel. As a test, you might want to try Ubuntu 24.04, which is due to be released later this week, I think.
Is thermald running on your computer? What do you get for:

If you are willing, it would be good to try to isolate why 6.8.0-11 generic worked and 6.8.0-20 has this issue.
You might need to disable more than just the deepest idle state, but try one state...
